EEA: Human Resource Management in VET

The project "Development of an educational program with tools for digital HRM in VET" No. EOG/21/K3/W/0031 benefits from a grant of €174,000.00 received from Iceland, Liechtenstein and Norway under the EEA Funds and 15% from the state budget. The goal is to improve the quality of VET institutions by improving the quality of management and competence of managers and providing tools for remote management of educational systems, resources, including competence development in accordance with EQVET requirements.
The project was implemented in the period from March 1, 2022 to December 29, 2023 - that is, 2 years.

What are the EEA funds


The EEA Funds represent the contribution of Iceland, Liechtenstein and Norway to creating a green, competitive and inclusive Europe

There are two overall goals: to reduce economic and social inequality in Europe and to strengthen bilateral relations between the Donor States and the 15 EU countries of Central and Southern Europe and the Baltic Sea area.

The three Donor States work closely with the EU under the European Economic Area (EEA) Agreement. The Donors have provided €3.3 billion in consecutive fund programs between 1994 and 2014. The EEA funds for 2014-2021 amount to €1.55 billion. Priorities for this period are:

  1. innovation, research, education and competitiveness;
  2. social inclusion, youth employment and poverty reduction;
  3. environment, energy, climate change and low-carbon economy;
  4. culture, civil society, good governance and fundamental rights;
  5. justice and home affairs.

The EEA Funds are jointly funded by Iceland, Liechtenstein and Norway, whose contribution is based on their GDP. Eligibility for the funds is based on meeting the criteria set out under the EU Cohesion Fund, intended for member states with a gross domestic income per capita below 90% of the EU average.

Purpose of the project


The aim of the project "Development of an educational program with tools for digital HRM in VET" was to improve the quality of VET institutions by improving the quality of management and competence of managers and providing tools for remote management of educational systems and resources, including competence development in accordance with EQVET requirements.

The project responds to the needs arising from the pandemic and rapid transformation of education towards remote and hybrid learning implemented by distributed teams of educators. Research indicates that some of the solutions forced by the pandemic will remain in education - particularly hybrid and remote education. This forces the inclusion of digital solutions for task, quality and personnel management.

The results of studies and reports on the market and the education sector lead to the following conclusions:

  • the VET sector needs practical guidance and tools to manage human resources in distributed and hybrid teams
  • in the VET education sector, it is necessary to implement digital solutions and distance learning education to quickly reorganize the business model and
    ways of operating
  • implementation of a pro-quality culture in the VET education sector requires the provision of digital tools to facilitate the stimulation of learning outcomes orientation and quality of personnel management
  • the competence of remote education managers is insufficient.

Activities in the project


  1. Conducting an analysis of the technological potential of the environment and the applicant, in the context of designing tools for digital management and mapping the key processes and ways of their implementation in educational institutions.
  2. Preparation of 4 e-learning courses for digital HRM in VET institutions, in accordance with the EQF gradation system - a total of 32h in Polish and English.
  3. Preparation of an IT program for remote HRM in VET institutions, as a practical implementation of the approach to HRM included in e-learning, for use in VET institutions.
  4. Test implementation of tools in 5 VET institutions in Poland and testing of e-learning by 120 people from VET education.

Cooperation


For the project, we are cooperating with the Norwegian company Easy Learning Solutions. It was established in 2005 and offers project consulting services related to the development and implementation of ICT-based learning methods. The staff has a wide network of contacts with industry in Europe and extensive experience in developing international projects related to vocational training.

distance-learning

An e-learning program covering 4 topics has been developed:

  1. Creating competency profiles in accordance with the EQF and EQVET
  2. Building tools for assessing competencies and personnel
  3. Building tools for competence development
  4. Managing goals and objectives, according to the EQF in VET education

A total of 32 hours of e-learning was prepared, 8 for each topic - a training program with tools for distance-learning.

Software for remote ZZL
in VET institutions

A software program for HRM in VET institutions was prepared, as a practical implementation of the HRM approach included in e-learning, for use in VET institutions.
The modules of the program were finally determined after the preparation of the mapping report.

The " Personnel and RelationshipManagement in Education" conference is behind us!

on December 14, 2023, we met with education managers from universities, schools and Jst. and all those interested in the topic of megatrends in the context of personnel and relationship management in education.

The conference was opened by Barbara Matyaszek-Szarek - CEO of Heuresis Sp. z o.o. and Michal Kądziołka - Deputy Director of the Regional Labor Office in Cracow. This was followed by the opening lecture "Personnel and relationship management in the light of research and mega-trends" delivered by Ms. Barbara Matyaszek-Szarek.

There were also two panel discussions:

  • "Good practices of personnel and relationship management in the context of mega trends" which included Dr. Aneta Szymanska - WAB Professor, Vice-Rector for Development and Cooperation with the Environment, Director of MBA and postgraduate studies, Justyna Falgier - Manager of the Center for Education Quality Assurance at the WUP in Krakow, Andrzej Matyja - Director of Zespół Szkół Elektrycznych nr1 in Krakow and Barbara Matyaszek-Szarek as moderator.
  • "How to Improve the HRM Function in Education to Meet the Challenges of Megatrends" attended by Beata Ostrowska - Member of the Board of Directors of PTI, Chair of the Competence Council - Information Technology and Vice Chair of the Competence Council - Telecommunication and Telecommunications. Competence Council - Telecommunications and Cyber Security, Aleksandra Mykowska - President of the Board of the Understanding Foundation, Ryszard Sikora - long-time school director, co-founder of the All-Poland Educational Management Staff Association, Chairman of the Audit Committee at OSKKO, and Krzysztof Prystupa - President of the MATRIK Association of Management Consultants and Trainers - as moderator.
