EEA: Quality in Education

The project called "Quality in Education in the Vocational Training Sector" benefits from funding worth
201,000 Euro. The amount is 85% co-financed from the EEA Financial Mechanism 2014-2021,
, i.e. 170,834.7 Euros, and 15% from the state budget, i.e. 30,147.3 Euros. The goal of the project, which we will implement with Norwegian partner Easy Learning Solutions, is to prepare educational tools to support the development of a culture of quality in educational institutions.

The project will be implemented from April 1, 2020 to March 31, 2022 - or 2 years.

What are the EEA funds


The EEA Funds represent the contribution of Iceland, Liechtenstein and Norway to creating a green, competitive and inclusive Europe

There are two overall goals: to reduce economic and social inequality in Europe and to strengthen bilateral relations between the Donor States and the 15 EU countries of Central and Southern Europe and the Baltic Sea area.

The three Donor States work closely with the EU under the European Economic Area (EEA) Agreement. The Donors have provided €3.3 billion in consecutive fund programs between 1994 and 2014. The EEA funds for 2014-2021 amount to €1.55 billion. Priorities for this period are:

  1. innovation, research, education and competitiveness;
  2. social inclusion, youth employment and poverty reduction;
  3. environment, energy, climate change and low-carbon economy;
  4. culture, civil society, good governance and fundamental rights;
  5. justice and home affairs.

The EEA Funds are jointly funded by Iceland, Liechtenstein and Norway, whose contribution is based on their GDP. Eligibility for the funds is based on meeting the criteria set out under the EU Cohesion Fund, intended for member states with a gross domestic income per capita below 90% of the EU average.

Purpose of the project


The aim of the "Quality in Education in the Vocational Education Sector" project is to prepare educational tools to support the development of a culture of quality in educational institutions.

The need for the project stems from the transformation of process-based vocational education to respond to the needs of the professional tasks performed. Standards of professional requirements, competencies and validation for 3 professional roles in education (quality manager, project manager and trainer) will be prepared, as well as blended-learning didactic materials shaping the necessary competencies

A total of 224 h of materials will be prepared (112 h in Polish and 112 h in English) taking into account quality in educational institutions. The prepared materials will be tested by 16 trainees from 4 Polish educational institutions. The results of the project will be consulted with stakeholders during the project, and the final results will be presented in a manual and during 2 seminars. The tools will be partially made available under OER license and will facilitate the implementation of quality culture in educational institutions.

Cooperation


For the project, we are collaborating with the Norwegian company Easy Learning Solutions. It was established in 2005 and offers project consulting services related to the development and implementation of ICT-based learning methods. The staff has a wide network of contacts with industry in Europe and extensive experience in developing international projects related to vocational training.

Project results developed

Standards for three professional roles (quality manager, project manager, trainer)

Including:

  • standard of requirements for the tasks of the professional role
  • description of competencies
  • tools for validation of competencies
  • curiculum: curriculum framework with language of learning outcomes

Blended-learning tools

  • E-learning: interactive learning on computers, tablets and phones at your convenience, time and pace.
  • Desktop training: scenario, exercises with instruction for three key job roles, scripts for participants (correlated with e-learning).

VET quality manual

Implementation report including: results of validation and evaluation studies conducted and description of the implementation process. Handbook with good practices from the entire project: the process of test implementation in companies, synthesized materials from standards, samples of teaching materials and criteria and tools for validation of competencies.
